Zelensky brought together communities of Kyiv and Chernihiv regions: winter, drones and roads on the President's agenda
While the front holds, the rear prepares. President of Ukraine Volodymyr Zelensky personally chaired a regional meeting of the Congress of Local and Regional Authorities — and the main topic was blunt: whether communities can survive the next winter.

What was discussed
The meeting was attended by heads of communities in Kyiv and Chernihiv regions, head of Kyiv Regional Military Administration Mykola Kalashnyk and local government leaders of the region. Three blocks — energy, security, infrastructure.
On energy: communities are strengthening their own generation so that critical infrastructure operates even during prolonged blackouts. On security: daily coordination with the military, strengthening air defense, countering drones, building fortifications and preparing the population. On roads: road surface condition — not just comfort, but logistics for rapid movement of supplies, rescuers and military.
What this means for Kyiv Region
Analysts have long said: rear resilience is half the victory. A Congress chaired by the President is a signal that the state does not delegate responsibility downward, but coordinates it from above. The Kyiv-Chernihiv direction remains sensitive, and the authorities openly acknowledge this.
