Ministry of Justice: Rules for vetting real estate buyers have been in effect for over 10 years
Messages have been circulating on social media about purported new rules for notaries taking effect on January 1, 2026. The Ministry of Justice explains that reporting requirements and verification of sources of funds for transactions of UAH 400,000 or more have been in place for over ten years and that the law has not changed. From December 1, certain internally displaced persons can apply for a housing voucher worth UAH 2 million.

Messages have appeared on social networks claiming that new rules for purchasing real estate will allegedly take effect from January 1, 2026, under which notaries would be required to submit mandatory reports on concluded deals. The Ministry of Justice has denied this information, explaining that such requirements are not new.
Role of notaries in monitoring
According to the official position, notaries have performed the functions of subjects of primary financial monitoring for more than ten years. They must verify the origin of funds in real estate transactions and request documents confirming income when the transaction amount equals or exceeds 400,000 UAH.

This requirement is mandatory and operates in accordance with current legislation; the legal norms in the field of financial monitoring concerning notaries have not changed, the ministry emphasizes.
Housing vouchers for displaced persons
In addition, from December 1 a separate category of internally displaced persons gained the right to apply for a housing voucher worth 2 million UAH. These funds can be used to purchase housing, invest in construction, or be used as a down payment or to repay a mortgage.
