The Bilohorod community plans to establish a shelter for stray animals in 2026. The village head, Anton Ovsienko, has studied the experience of Lviv, where one of the best veterinary centers in Ukraine operates.

Bilohorod Community to Establish a Shelter for Stray Animals

The head of the Bilohorod community, Anton Ovsiienko, visited Lviv to study the experience of working with stray animals. Together with the head of the housing and communal services department, Bohdan Khamidulin, he familiarized himself with the operations of the veterinary sterilization center LKP "Lev". The official reported this on social media.

Lviv Experience

At the "Lev" center, they presented their operational system: capturing, sterilization, vaccination, treatment, and microchipping of animals. Significant attention is given to adoption – animals find new families and participate in social projects. The center also collaborates with international partners and animal protection organizations.

Situation in the Bilohorod Community

The program for managing stray animals has been in place in the community since 2021. Currently, they are conducting capture, sterilization, vaccination, and returning animals to their natural environment.

Ovsiienko noted new problems: an increase in the number of animals, instances of aggression towards people, and cruel treatment by some residents. The community lacks a place for temporary holding, especially for large or aggressive animals that require isolation.

Plan for Creating a Center

The village head agreed on consultative support from Lviv in establishing their own center. This year, they will work on technical and organizational issues to present the project to the budget committee during the formation of the 2026 budget.

They are considering a location away from residential buildings that meets safety requirements. Ovsiienko emphasized that solving the issue is only possible through collaboration between the village council, animal protectors, volunteers, and residents.

Context

LKP "Lev" in Lviv is considered one of the best examples of systematic work with stray animals in Ukraine. Many Ukrainian communities are studying the Lviv experience to implement it in their regions.
