The Bureau of Economic Security presented a report to the Verkhovna Rada Committee on Finance, which stated budget damage compensation for 2025 at the level of 3.8 billion hryvnias. However, when deputies verified the payment orders, the figure fell apart.

How They Calculated

Committee Chair Danylo Hetmantsev stated that his team cross-checked each payment order with the date of receipt. Conclusion: 2.8–2.9 billion hryvnias of the declared amount are receipts from 2022–2024, not from the reported 2025. The real indicator for the current year is approximately 47 million hryvnias.

Hetmantsev emphasized that the conclusions are based not on assumptions, but on concrete tables with lists of payment orders by date — meaning the falsification can be verified documentally.

What This Means Legally

President of the All-Ukrainian Association of Retired Judges Denys Nevyadomskyi commented to UNN that he qualifies the situation clearly: misleading a parliamentary committee by submitting knowingly false data in an official report is not an administrative violation, but a potential criminal offense. According to him, BEB leadership could face criminal liability.

The Bureau is headed by Oleksandr Tsivinsky, whom Hetmantsev previously criticized publicly for substituting real results with PR activism. "I won't pretend that Tsivinsky and his new team are doing something, being guided by their press conferences and presentations," said the deputy.

Scale of Failure

The difference between the declared and actual figures is 80 times. For a budget financing the army during a full-scale war, this is not a statistical error. According to Hetmantsev, the illegal tobacco market — one of BEB's key areas of focus — in 2025 grew from 12% to 18%, whereas under previous leadership it was shrinking. This means the budget loses significant excise tax revenues monthly, while the agency meant to stop this reports non-existent billions.

The Committee plans to formally consider the report in April or May 2025 and draw conclusions. If materials go to law enforcement — this would be Ukraine's first criminal proceeding against the leadership of a financial security agency for falsifying its own reporting.

The question is whether the committee will have enough political will to transfer the materials to the prosecutor's office — or whether the scandal will stop at the level of public censure, as has happened with previous BEB leaders.
